Gay Men and Blood Donation

At the moment sexually active gay men are not allowed to give blood, the national blood service say this is due to the increased risk of HIV, however they also test ALL blood donations for HIV so why cant gay men give blood if it is going to be tested anyway.

This is due to the fact that there tests may not show the virus in the early stages but heterosexual's can also have the virus.
